Many Lammaites were wondering what this platform outside the YSW ferry pier is doing these days.

The notice attached to the pier only talks about "Marine investigations" and calling the numbers listed didn't result in info much beyond the notice:

Further investigations, with Matthew's help and an Oriental Daily story, yielded some details:

The Islands District Council website (meeting notice in Chinese only) yielded even more details:

Summarising the Chin. Islands District Council Document IDC 41/2018:
The overall usage of the YSW ferry pier is high, and no major improvements have been made in recent years. It was built in 1987, has an area of about 1,600 square meters and the average daily usage is about 9,940 trips.
The proposed improvement works will enhance the environment of passengers waiting for the boat and provide a variety of facilities. For use by passengers, the scope of work includes:

New Facilities: pier toilets, nursery including breastfeeding facilities, storage rooms
Modification of existing storage rooms for temporary waste storage;
Improve existing and new chairs;
Provide drinking water facilities and passengers;
Information display board, etc.

Improvement of Facilities:
Renovation of the waiting area;
Re-arrangement of ticket sales offices and gates to improve waiting spaces;
Improving the lighting and ventilation facilities of the pier;
Optimization of terminal commercial space.

Expected commencement date and latest progress:
If the proposed improvement works are supported by Islands District Council Members and approved for funding,
the EPD will appoint a consultancy company for detailed design in the second quarter of 2018 and anticipate that construction to begin in the first quarter of 2019 to complete in the fourth quarter of 2020.

Transport Department, Architectural Services, April 2018

Here's the actual plan, before and after the renovations & improvements (not approved yet, for Islands District Council to discuss this coming Monday, April 23, 2018). Click to enlarge (pdf file on Govt. website) this Ferry Pier Improvement Project Site Plan, Yung Shue Wan Ferry Terminal:

Great summary from Matthew Chapple:

"Lamma Gung and I had a look into the detail of the Yung Shung Wan Ferry Pier Upgrade project together over the last couple of days and Lamma Gung has just published a detailed article on the project.

Our conclusion was that this is probably a good thing without too much obvious downside.

In summary, the Yung Shung Wan Ferry Pier upgrade project is part of a larger HK$1.1 billion government-funded initiative to upgrade project ferry piers across Hong Kong. Yung Shue Wan Pier has been chosen as the pilot project for this scheme due its age and traffic. Importantly, the upgrades appear to be renovations and upgrades of the existing structure and NOT an expansion of the existing structures size. Improvements include the addition of a nursing/lactation room, toilets, adding drinking water facilities, adding and improving seating, improved notice boards, ventilation, lighting and general renovation.

The current phase we can see is a survey of the seabed and structures foundations to check for safety due to its age and to ensure that the building can handle the upgrades. The project will be discussed at the Islands District Council Meeting Mon Apr 23 (tomorrow) which is open to the public. A consultant will be appointed to do the detailed design at the end of quarter two 2018, construction is to begin in first quarter of 2019 with the project to be completed by the end of 2020.

There is a publicly available detailed Discussion Paper regarding the project on the Islands District Council website (in Chinese only) along with draft bilingual floor layout plans in preparation for the Mon Apr 23 meeting ( see above)

And all without any public input or even pretence at discussion.

Really following the Carrie Lam playbook, except she gets away with it.
