I expect our local cops will be checking and fining cyclists for riding at night without lights. Possibly other things like carrying passengers, which is technically illegal.

Invest in a bike light. A $10 LCD torch can save you a $500 fine. Might also stop you running into dogshit, or dogs, or even other bikes in the dark.

Police announce week-long cycling safety blitz
2016-08-07 HKT 16:37

The police say they will be cracking down on dangerous cycling this week, after six bicycle-related deaths in the first half of the year, double the number over the same period in 2015.

Figures released by the police on Sunday showed around 1,000 cyclists were injured in accidents between January and July, which was down 23 percent on the year before.

Officers said accidents usually happen when bike riders ignore traffic lights and road signs. They said other common offences include riding against the traffic and not dismounting at pedestrian crossings.

The force said it would begin a week-long campaign against dangerous cycling from August 10.

Pretty sure all the deaths were due to automobiles running over cyclists. Yet the response is 100% blame the cyclists, the ones who get killed, not the ones who killed them.
