The notice attached to the pier only talks about "Marine investigations" and calling the numbers listed didn't result in info much beyond the notice:

The Islands District Council website (meeting notice in Chinese only) yielded even more details:
Summarising the Chin. Islands District Council Document IDC 41/2018:The overall usage of the YSW ferry pier is high, and no major improvements have been made in recent years. It was built in 1987, has an area of about 1,600 square meters and the average daily usage is about 9,940 trips.
The proposed improvement works will enhance the environment of passengers waiting for the boat and provide a variety of facilities. For use by passengers, the scope of work includes:
New Facilities: pier toilets, nursery including breastfeeding facilities, storage rooms
Modification of existing storage rooms for temporary waste storage;
Improve existing and new chairs;
Provide drinking water facilities and passengers;
Information display board, etc.
Improvement of Facilities:Renovation of the waiting area;
Re-arrangement of ticket sales offices and gates to improve waiting spaces;
Improving the lighting and ventilation facilities of the pier;
Optimization of terminal commercial space.
Expected commencement date and latest progress:If the proposed improvement works are supported by Islands District Council Members and approved for funding,
the EPD will appoint a consultancy company for detailed design in the second quarter of 2018 and anticipate that construction to begin in the first quarter of 2019 to complete in the fourth quarter of 2020.
