Post subject:  Tai Peng hill sign?

Yesterday noticed this sign stuck on a light pole at the entrance to Tai Peng.

Looks semi-official, but not a permanent metal one or having any note of who put it up, or why.
Was there an accident recently?

The hill is steep, but anyone can see that, and in any case no one is going to "dismount" going down unless their brakes are broken.
With half the path dug up for sewage pipes, you do have to take care, obviously, but having a sign giving patronisingly stupid advice like this looks like some bureaucrat covering his arse in response to a complaint about the sewage works.

It could come from the workers themselves who have had near misses with descending bicycles

In that case it should say "beware of roadworks ahead" or the like, not "steep ramp".

Also pretty inane to have it on the bottom end, if you can ride up at all (been a while since my worn-out knees and gears could handle it), it's barely walking pace.
