Finally, a reply from HKKF about the exit doors:

"Sorry for our late reply.

Actually we do not lock the door as it is emergency exit and we had stuck some labels such as " For emergency only". Most importantly, This area is not approved by Marine Department (MD) and we also stuck the relevant label to remind passengers. Recently, we are told by MD that we can remove the restrictions so passengers are able to freely access the open area now.

As for the Lamma incident on 1 October, it is still under investigation so we are not at liberty to comment further at this stage.

Thanks for your understanding."

I checked the other day and the door was in fact locked. May be worth checking from now on and pointing out to the crew if it is.

It looks like the case is closed.
Below is a follow up action and reply from MD. So we can avoid now sitting in toxic exhales from plastics in the cabin. It is legal now.

Dear Mr. Rambler

I refer to your enquiry to Marine Department and Secretariat Commission regarding the ferry " Sea Speed". Receiving your enquiry, MD sent an inspector to spot check "Sea Speed".

Spot check findings

1. All doors were closed not locked.

2. For two doors, there were plastic chains hung cross the doors.

Follow up and solution

MD instructed the ship company to remove the plastic chains and the company has followed the instruction accordingly.

Also got a message back from MD via mobile text.

Did a spot check, doors not locked,.. yada yada yada,

Situation now rectified, etc.

They never explained why area cordoned off in the first place. And whether this was a HKKF decision or a MD decision.
