An article in SCMP last week said an internal report shows that 23 Percent of 14,517 vessels were overdue for mandatory surveys ( e.g. inspections )"These vessels may pose a safety threat if they are in use in the waters" The marine department said.

Thats over 3,000 vessels

Also the report said that of 34 investigations completed as of 31 May 2012, only 5 had been completed withing the 30 week target completions time.
