One of my neighbours shot another bird two days ago with his air rifle - this time it was a red-whiskered bulbul. I told him what I thought (well, with some restraint) but doubtless he'll do it again. Is he legally entitled to shoot wild birds? Is he allowed to use an air rifle in a public area? Anyone had any experience of this here?

Yes indeed. Just to clarify, the ordinance refers specifically to protected wild animals as defined in schedule 2. In schedule 2 we see that all birds are included in the protected wild animal category (even your common or garden bulbuls).

Interesting to note that also included are:

"PRIMATES , all species of all genera and all families except an
individual of the family Hominidae (man)."

I hope nobody takes that to mean that us Hominidae are fair game.

It seems like the only way to get things done is to make an official complaint.
