 Post subject: "Jailed" Recycling Bins

While I was putting my recycling in the bins at Yung Shue Long refuse collection point the other day, I noticed another few sets of recycling bins locked up inside the adjoinging storage shed.

As previously discussed in other topics, there arn't enough recycling bins at convinient locations, so why are these bins jailed?

Would it be that no one bothered loading them on the back of a VV and transported to the original destination?
