Yes, this is true. However the reality is that the workers drill anyway.
When it comes to dumping, speeding VV,s... basic laws (also consideration/human decency) well.. they seem to have gone out of the window over the past few years.
I had to ask one of the local villagers to stop drilling on Christmas day!! He ignored me. I didn't threaten the police, but told him it was rather uncivilized as it was Christmas day, a public holiday and people still sleeping, and basically illegal. He didn't give a toss.
Of course I eventually I had to pretend to call the police, as I unplugged his drill, and was worried about the consequences. Fortunately they stopped, and the only consequence was a round of applause from many balconies in the village.
