I'm pretty sure we have all seen the posters for Yu Lai Fan, the candidate from DAB for the upcoming Disctrict Council elections (or if you havn't, take a stroll down the YSW Main Street) - and I've noticed that every poster has a different number on it. Would anyone know why that is :roll:

Is it something to do with the budget control by the government on the electrion campaign? Just curious to ask, does the number bother you?

If the numbers bother you, Samson, then hear this:
There are FOUR candidates so far for the Districts Council seat! SEI!
  1. Fong Man Sang, a retired captain, no official party affiliation, but possible related to the ruling Fong clan?
  2. Cheng Chi Wah, associate manager, no official party affiliation.
  3. Yu Lai Fan, DAB, and already a Rural Committee member.
    She looks like the person definitely NOT to vote for if you want anything to change on Lamma. But DAB has the most money and can afford posters and an extensive, expensive campaign.
  4. Chan Kai Chung Alex, Chair, Citizens Party.
    The only engaged, active and environmentally aware of the four candidates.
It seems that Fong Loi has retired. Fong Kam Hung, probably his close relative (son?) is now the Chairman of the North Lamma Rural Committee. He'll get a seat as an ex-officio member of the District Council, no election necessary for him.<HR>Why do I know all this stuff?

Just doing my background research for a DC election feature in the November Lamma-zine, including street campaign photo shoot and interview(s)...

This could become an interesting election, not as colourful as the Total Recall elections in California, but colourful nevertheless...

The numbers don't really bother me at all - I'm just curious (although I admit my sense of curiousity is a little off the beaten track :oops: )

Its just a bit bizarre to have election campaign posters numbered. Are people going to steal the posters? Even if they did, they can very easily rip the number off, since it's only stuck on by a little bit of sticky tape.

And speaking of budget control - I think a poster that features non of hers or DABs policies whatsoever, would justify as a waste. Let alone so many of them (I spoted one with the number 070 - that probably means 70 posters!) I mean, she's not going for Miss Lamma!! (At least I hope she isn't...)

That makes me wonder yet again - why doesn't Chow Yun Fat (the actor) stand for the DC election? Maybe he's waiting for the Legco election instead :lol:

According to Alex Chan's latest bulletin, FONG MAN SANG has withdrawn, leaving three.

There's an official <a href="http://www.elections.gov.hk/elections/dc2003/eindex.html">DC election website</a> with some basic information. Such as Lamma (and Po Toi, though no one cares about that...) having a population of 5,568, of which 2,122 are eligible to vote.

Anyway, there's at least a chance of actually getting representation; as compared with the farcical Village Representative elections where most of the "resident representatives" are actually relatives of the traditional rep. In our village "my" representative, elected unopposed, has the same address as the indigenous rep, so I know he will have my best interests at heart, though he never bothered to even introduce himself to his constituents. Just another sinecure for the clan.

Watch out for the campaigning activities to start this weekend in YSW and beyond. The Citizens Party is organising a street campaign walkabout/meet-the-candidate/ask-critical-questions/get-a-leaflet/get-your-baby-kissed (?)

I'm collating questions to pose to the candidates, critical, probing, revealing questions, but also tricky and silly ones to test their sense of humour (if any).
Any suggestions? I promise to forward them to all the candidates I can get a hold of!

English language primary schooling as well as chinese.
Speeding up the sewerage and STW construction alongwith the accepted mini reclamation to clear up the bay.

It's amazing what you can find out quickly and easily by googling, for example Yu Lai Fan, the lady on posters on almost every building along Main Street:
  1. Full-time Appointed Islands District Councillor till end of 2003.
  2. Vice Chairman of Tourism, Agricultural, Fisheries, Industry and Commerce Committee of Islands District Council.
  3. Lamma Island (North) Rural Committee, Executive Committee Member.
  4. Resident Village Representative for Yung Shue Wan, elected with 229 votes in July 2003.
  5. sits on several advisory committees of Agfish Dept.
  6. lives in a rooftop flat on YSW Main Street.
  7. helped the police force very recently to distributed almost 3,000 anti-crime leaflets on Lamma Island as part of the District's crime prevention campaign.
  8. Her email address is listed as "-".
Why does she stand for election when she got the same DC job by non-elected govt. appointment right now? Did they not extend her appointment beyond end of this year?

She has all the important local jobs already, but we've never even heard of her? What did she do with all these powers for Lamma so far? I'll try to find out...

I am constructive quite often even though my style can be aggressive and provocative. I generally only flame when flamed at these days. But of course there will always be the wind up shite about hippies etc.

I met Alex Chan last week; he said construction of the sewage plant on the reclamation is "on hold" for budgetary reasons.

So many useless and destructive projects have funding, but something actually important to public health and the environment is stalled.

L-G, I think you raised a very good and valid question for the candidates in your last post.

~ Why are the candidates standing for the Disctrict Council election? What's in it for Lammarites and Po Toi-ers? What's in it for the candidates him/herself?
~ Are the candidates invovled in other local organisations/committees/political institution? What is the organisation about? How do candidates see their other roles compliment/conflict with their role as district councilor?
~ How would they improve emergency services in Lamma, if elected?
~ What are their plans for developing Lamma? If their plans are put in place, what would Lamma look like by the end of their term/in 5 yrs/in 10 yrs time?

In other silly and pointless challenges for the candidates, they should do all the things that are suggested for the BBC Grown Up Gappers program... plus write at least 5 Haikus and Lammaricks within 5 minutes :lol:

Another quick suggestion for the questions too, L-G.

How do the candidates see diability access/services improve on Lamma?

I don't just mean more ramps and stuff on the island - I'm interested in the ferries and how wheelchair users get around in Central.

I think wheelchair users can only take the ordinary/slow ferry to Central, since the ordinary ferries are the only ones with the right facilities.

And I simply can't imagine how a wheelchair user can get around Central at all - most of the ways of getting from the pier to anywhere else involves steps/curbs, the only exception is going up the elevator to the bridge linking the pier and IFC, which can lead to MTR Hong Kong Station.

I know I'm raving on at a much bigger issue now, so I'll finish up here...

P.S. Look at it this way, I'm sure parents pushing a pram would have the same problem getting around!

Here's another bulletin from Alex Chan. Now it's a two-horse race.

I am very pleased to inform you that the Government has officially validated my nomination form. I am now an official candidate for the DC Election on the Lamma & Po Toi Constituency. There are 2 candidates in this election race: myself and my direct opponent, Ms YU Lai-fan of the DAB. And I am No 1 on the ballot.

The nomination race was already quite dramatic. Ms Yu submitted her nomination very early on Oct 2 while I turned in mine on Oct 11. A retired captain then submitted his on Oct 14 but withdrew almost immediately. Finally on Oct 15, the deadline for nomination, Mr CHENG Chi-wah, turned in his at the last minute. Unfortunately, his nomination was declared invalid; so ultimately, it is a race between YU and me; or between the DAB and the Citizens Party.

YU does carry some big titles, such as, full-time appointed District Councilor, Lamma Island (North) Rural Committee, Executive Committee Member, etc... She did win the most recent election of the Resident Village Representative for Yung Shue Wan with 229. Nevertheless, she is regarded as not a particularly strong candidate even by some experienced Islands activists.

He's young, hard working, enthusiastic and perhaps a little naive, but better than the DAB alternative (policies: patronage, sucking up to Beijing). Why don't you ask her too?

Back to my obsession on numbered posters...

Alex has to number his posters too! It's interesting to note that poster 001 posted on Hookworm window (don't ask me why its interesting... it just is... kinda...)

And I spotted a little typo on the Chinese bit of the poster too. I think Alex came on board the Citizens Party in the year 2000 instead of 200?

There is a strict limit on how much they can spend on their campaigns ($45,000 I think). They have to account for every cent they spend and every poster they put up.

Samson, did you not notice the frighteningly bossy apearance of candidate Yu Lai Fan? I am sure the numbers must be so that she can keep track wether al the posters she glued up are still there, and if not punish the culprit

stay out of her way, and dont touch those posters if you have any sense of selfpreservation
