Yes, I agree with you, Alan,

I've taken a few nice strolls over there myself recently, taking lots of photos of the unoccupied Phase I reclamation for my next e-zine.
The emergency helicopter could land there safely tomorrow.

As Maunsell has withdrawn their application to build a helipad close to the football field a few days ago, that won't happen.

I wonder what the "secret" plans of Lands Dept. are for this huge unused Phase I reclamation area, and if it will be all used in the foreseeable future. I doubt it very much.

SaveLamma would know, let me find out more...

This just in:

Maunsell's work that they needed a helipad for is "to conduct a geological exploration study at Shek Kok Tsui for investigating the cause of an old seashore landslide there".

Yes, that was on the original notice. I don't know what they're up to there, I heard that a new electric cable was being run along the shore at Pak Kok, going to the power station, perhaps that was it. That peninsula is pretty steep, lots of large boulders.

Please note that Maunsell had no intention to "build" any helipad.

They would just use the site "as is" for a few times and may even not need to land on the ground. As Maunsell later found that the works are no longer required, the application to use the area was withdrawn.

I would like to reiterate that Maunsell's decision not to use the landing site had nothing to do with the proposed helipad at Yung Shue Wan.

Which shows they could be using it right now for medevacs. Or am I missing something? Maybe spend a few dollars and spread some bitumen so gravel doesn't fly around.

As the sewerage treatment works construction will not start until October 2004, the slope protection works will not start very soon. The containers are the temporary site office of the Yung Shue Wan Stage I reclamation. As most of the works had already been completed, there is very few people using them now. In one to two months time, the area will be vacated when all the remaining works are completed.

According to Environmental Impact Assessment Ordinance, an environmental permit is required to operate the proposed temporary helipad. We also have to comply with the requirements in the Ordinance.

The frequency of use of the helipad is not as low as a few per month. In order to maintain the security of the sewage treatment plant, access to it will need to be manned and so the operation of the plant will likely be affected.

All the sites had been thoroughly considered in the consultation process and it was concluded that a newly formed land to be the most preferable option. Please also note that we are still considering the feasibility of providing a temporary helipad prior to commissioning of the permanent one.

This seems to be the final word and all the "public consultation" had no impact whatsoever, the decision made long before the first meetings.

CED will build their "dream project", wasting another $15 million on a harbour reclamation helipad, taking three years to build; and there'll be most likely NO temporary helipad till then, 2006...

This could mean probably more women having babies and some dying during the currently very long "emergency" transport (more than 1 hour) to the hospital...

A notice dated 27th June states that Home Afairs proposes to use the reclamation below Kam Lo Hom (ie, "Site C", the former Hunter's Beach of other threads) as a "temporary" helipad, till 31 October 2004, (presumably because that's when the sewage plant is scheduled to start building there). Perhaps they've found that it isn't a landslip risk after all.

That's great news, Alan!

That area of the former Hunter's Beach is actually so large that several extra-large helipads would fit in there. You could play soccer there easily.

The potential landslip problem has surely been addressed long ago, as they're going to build a sewage treatment plant there someday and wouldn't want any land slip into the sewage, I assume? :lol:

But it seems very unlikely that they'll start building next year, so the temporary helipad can stay in this ideal area, so close to the Clinic, hopefully even longer...

Alan, this is just a proposal for now. Any more info or dates? Anything we can do to support it?

As it's "temporary" and doesn't require any new reclamations or excavations (or much work at all), it'll go ahead as long as no one has a valid objection. Have a look at the notice next to the police box, the ref number is DLO/IS 12/CGS/2003/LM (if my handwriting hasn't deceived me). Anyway, the Lands Office will know, I'll ask them.

Therefore, according to the recent progress, the usage period of the temporary helipad is about 1 year.

After taking the above into due consideration, the Rural Public Works Islands District Working Group and Islands District Council endorsed the implementation of the temporary helipad construction project in June 2003. For your information, the major scope of the project is to construct a 40mx40m temporary helipad and a 50m long and 2.5m wide emergency vehicular access (EVA) from the end of the existing EVA near the refuse transfer station to the temporary helipad. The project estimate is $0.8 million and the tentative commencement date and completion date are September/October 2003 and November/December 2003 respectively, provided that an Environmental Permit could be obtained from the Secretary for the Environment, Transport and Works.
Here's more info from the DLO. Seems an excessive budget to me; but it's just taxpayer's money after all. And I love that they want to build another EVA there.

Here's more info from the DLO. Seems an excessive budget to me; but it's just taxpayer's money after all. And I love that they want to build another EVA there.


The Project estimate also includes the Design and Site Supervision costs as well as construction cost and say 20% construction cost contingency. Accounting for consultants overheads fees are 2.5. Also Government estimates over inflated as the worst that civil servant can do is go back and ask for more money. Construction cost likely 200k or less with similar figure for consultants fees.

Thank you, legless, for this additional info and opinion.
Having worked with govt. budgets myself long ago, I agree with your assessment of the costs, inflating budgets up-front because of not being allowed to overspend.

Why we need an EVA to this temporary helipad at all is beyond me, though. From the end of the existing EVA it's all just the flat, large area of the reclamation, safe for any size vehicle, even for construction trucks using it these days. And a helicopter could land there very safely today, no additional road needed.

News just in from the Civil Engineering Department:

Following the scripted "consultation", the helipad will be built on a platform on pilings next to the existing reclamation.

Let's hope that no one else dies while waiting for a medevac from the power station in the meantime instead of using the acres of free space on the reclamation or on the football pitch.

Well, no big surprise here,

The most expensive (more than $16 million), most environmentally destructive solution that takes the longest to build (2006) with the most noise & pollution impact has won...

This option was turned down as the worst option among the 5 proposed locations for a possible helipad in the consultation meeting I attended. But the consultants and the CED Dept. liked it, of course, so the public consultation was simply ignored and they're going ahead with their initial plan now anyway, despite all the objections.

Looking at my photo above, the helipad will go out almost exactly to the location of the ship in the picture, connected by a long bridge to the "corner" of the reclamation, blocking off more than a third of the remaining harbour opening.

The sad and bizarre state of affairs...

Is reclamation really the answer to all the questions in HK? Perhaps the Government is reclaming more land so the citizens have more space to hold mass protests!! Woohoo :wink:

To be accurate, the helipad will not be on a reclamation, but pilings over water. There will be less interference with natural water flow than a solid reclamation. If the water isn't too polluted it might even make a habitat for shellfish and other marine life.

The issue is that there is more than sufficient room on the existing reclamation (including the football pitch); or on the roof of the ferry terminal (rejected for the spurious reason that ferries would endanger it), or at the fire station roof, or several other places. But the local construction interests want to get their cut of the biggest pie possible. Meanwhile one can't help but wonder in the several years we have lost the use of the football pitch as a landing pad for unknown reasons (perhaps simply to give a better justification for the new purpose-built one) if lives have been or will be lost due to the delay in getting people to hospital going via the power station helipad.
