Private enterprise in action.

Soon to be part of the not-illegal reclamation of Man Fung Restaurant.

Any updates? Does anyone know how this suddenly became legal again?

Lamma-Gung {L_WROTE}:
I've asked Man Fung about the extension. They've got official and full permissions from the Lands Dept. now, it took several years, they say.
The extension construction workers just had their Lunar New Year dinner there when I was stopping by to ask, stopping now for the long Lunar New Year break.

This will increase their seating area from 200 to 260 seats and should be ready in about 1 month. Not sure yet about the outside look and the type of railing they'll use but it'll be new and different from the current one, promised to look "nice".

If the extension's wall doesn't look nice enough, the Lamma graffiti "artist" (or vandal as some call him) behind most of the local, very controversial graffiti paintings might have a field day (or a late night.) I might ask him about this as I've discovered his identity a little while ago, but had to promise him anonymity first.

Several years in which they built most of it totally illegally, while the government stood aside at the behest of the local powerbrokers.

Also of note that if the latest works are indeed legal that no notices were posted to that effect.

Lands Office {L_WROTE}:
I refer to your mail dated 25.1.2011 (11:19am) regarding the above.

We have conducted a site investigation in January 2011. The area under concerned is covered by a newly approved Short Term Tenancy for the construction and maintenance of supporting columns and gravity wall. Should you require further information, please contact our Ms WM CHAN at tel.: 2852 3741.

Thank you for bringing the subject matter to our attention.

"Short Term Tenancy".
I'm sure that the several hundred tons of concrete poured into the harbour is quite consistent with that.

Obviously the Lands Department is using "short -term" in the geological sense.

WTF is a gravity wall and what is the purpose or use of the land as described in the tenancy?

Seems to be a wall that is just sitting on its base, without any foundations.
{L_QUOTE}:
retaining walls
There are a number of methods employed to resist the lateral force against such a wall. The most basic type of reinforced retaining wall is the gravity wall, which is of massive concrete that is prevented from falling over by simple gravity.

They just ignored the question of how building such a structure in the bay can be justified. Any government works that involve reclamation have a long involved process of consultation and reports on their environmental impact.

Backanders or nepotism have got nothing to do with it.
